Counter terrorist measures and explosion engineering is one of the specialist sections within TPS. We are acknowledged as the United Kingdom’s leading consultant in this field, with over 40 years’ experience in the design and enhancement of buildings to resist bomb blast effects. Our expertise arises from many years of meeting the diverse requirements of both the UK Government and, increasingly, private sector clients who recognise the importance of implementing appropriate counter terrorist measures to protect their operations and personnel.
The scope of work ranges from threat assessments and enhancement recommendations through to bomb damage inspections. TPS’s capability is supported by our unique explosion engineering database derived from explosive trials, design of structures, assessment of bomb incidents and analysis of structural response and personal injury effects. We have conducted research for, and in conjunction with, the Ministry of Defence, the Home Office and international agencies.

Projects
Typical recent counter terrorism projects undertaken by TPS have included:
Commercial
- Identification of refuge areas and appropriate enhancements, together with the provision and implementation of costed solutions undertaken for a range of buildings and facilities such as legal offices, banks and corporate offices
- Assessment of bomb blast effects, including the survivability of structure and impact on personnel, for a tall multi-storey tower block for a major financial institution. Our work involved the design and specification of a new cladding system incorporating blast resistant glazing.
- Impact analysis of the effect of blast on the client’s business operations, together with proposals for appropriate upgrading measures
- Risk and threat evaluation resulting in the identification of refuge areas, and the design of blast resistant glazing and upgrade measures for a 26-storey City office block
- Assessment of blast effects on glazing and potential enhancements for a major Eire client.
- Inspection of bomb damage to various buildings in city centres
- Analysis of structural damage to hotels and conference facilities
Transport
- Analysis of the effects of an internal and external explosion on both existing and new airports facilities. Various services undertaken, including terrorist threat assessments, risk analysis and specification of glazing enhancements
